摘要
中国已进入德国学者贝克所言的"风险社会",其标志之一就是日益严重的食品安全威胁。食品安全风险源于市场"脱嵌"于自然和社会,并伴随食品企业、农户和消费者这三类群体的"有组织的不负责任"行为而加剧,消费者群体中差别化消费的个体自保,以及追求价廉物美的消费心理,诱使农户和食品企业进一步采取"有组织的不负责任"行为,导致"飞去来器"效应爆发。在"一家两制"概念基础上,本文首先提出消费者差别化食品消费的几种表现形式,之后分析食品安全威胁下消费者责任意识的缺失,并通过北京和甘肃两地城市消费者的调查,对消费者"一家两制"的消费特征及责任缺失进行论证。文章建议,通过"农消对接"、消费观念引导、《消费者权益保护法》中消费者责任的引入,可以培养起"负责任的消费者",帮助走出食品安全领域的"风险社会",走向新型的社会共保。
Nowadays, China has stepped into the so-called "risk society" that Beck defined, the most significant feature of which is the growing severity of food safety threats. Food safety risks originated from the "disembedding" food market, and were enhanced by three "quasi-subjects" involved in the food market, namely food corporations, peasants and consumers, through their behaviors under the title of "organized irresponsibility". Consumers' differential food consumption and the consumption psychology of pursuing cheap and fine products promoted peasants' and food corporations' behaviors of "or- ganized irresponsibility". Thus, the "boomerang effects" of food safety broke out. Based on the concept of "one family, two systems", the paper first raises four alternative channels of consumers' food consumption. Then, the paper theoretical- ly analyzes the irresponsibility of Chinese food consumers, followed by an empirical analysis using field research data in Beijing and Gansu. Finally, the paper suggests cultivating "responsible consumers" to help stepping out of "risk society" in the field of food safety. Through "farmer-consumer docking", consumer unity, consumption idea guidance and legisla- tion on consumer responsibilities, the new "social co-protection" of food safety can be achieved.
