摘要
21世纪初 ,湖南西部经济实现跨越发展 ,具备许多有利条件 ,但也存在一些制约因素 ,必须坚持“在比较优势中突出特色经济”的指导思想 ,强化“造血功能”的自觉开发意识和“发展、效益、特色”意识 ,实施“点轴开发与增长极开发相结合”的战略 ,突出四个重点 ,实现五个突破 ,做到六个促进 ,建成三个各具特色的经济小区 。
There are both advantages, and disadvantages for economic development with strides in the west of Hunan in the 21th century.It is necessary to persist in the guiding ideology of “distinguishing feature economy in the comparative advantage”,intensify the consciousness of the “function in producing blood” and “development, efficiency, characteristic”, carry out the strategy of “combination of point-axis development with growth pole development”,make “four focal points” stand out,realize “five breakthroughs”, do well in “six promotions”, build three small economic regions which have different characters,and so form a distinguishing pattern of regional economic development.
