摘要
行政机关行使行政权时应在宪法范围内进行,要遵守并体现我国宪法的理念和精神,这是我国政府权力运行的现实要求。针对我国政府权力制约面临的现实障碍与困境,探究建构行政权制约与监督的立体化、均衡化权力格局,以保证我国行政权的高效运行,有其必要性和现实意义。
The exercise of administrative powers of administrative organs shall be carried out in the context of the constitution, to ob- serve and reflect the idea and spirit of our constitution ,which is the realistic demand to our government power operation. In view of the realistic obstacles and difl3culties restrict the power of our government,exploring stereoscopic,equalization power pattern construc- tion of administrative power restriction and supervision,to ensure efficient operation of the administrative power in our country,the necessity and practical significance.
