摘要
为提高港口物流枢纽重大危险源安全管理水平,借鉴民用航空安全管理体系核心思想,构建以重大危险源辨识与控制、重大危险源预警、事故应急处置、监控与监管信息系统为4大模块的港口物流枢纽重大危险源安全管理体系。通过对上述4大模块研究现状综述分析,发现当前对重大危险源安全管理4大模块研究存在危险品作业标准不完善,危险货物预警机制不健全,缺乏散装液体危险化学品泄漏事故应急处置标准及监控信息系统与监管信息系统功能不全面等不足等问题。针对4大模块不足结合港口物流枢纽特征提出了开展进一步工作的建议对策。
In order to improve the safety management level of logistics hub port major hazard sources, a targeted safety management system of logistics port hub major hazard was constructed by consulting core thought of civil aviation safety management system. Logistics hub port major hazard safety management sys- tem was made up by major hazard identification and control, dangerous goods warning and emergency dis- posal, monitoring and supervision information systems. The above four modules research status was ana- lyzed. The results show that current safety management four modules have deficiencies in dangerous goods operating standards, dangerous goods warning mechanism, bulk liquid hazardous chemical spill emergency response standards, monitoring information system and regulatory information systems. Some recommenda- tions on overcoming the deficiencies were put forward.
