卫生应急管理教学案例编写存在的问题和对策研究 被引量:3

Study on problems existing in case-based teaching of the health emergency management and countermeasures

摘要 案例是案例教学的工具与载体,决定了案例教学的质量。近十年来,我国积累了不少卫生应急管理案例,但是目前的这些案例还存在较多问题:选题过于笼统、素材过于陈旧;结构未能突显决策点,不能有效有序组织细节信息;表述不客观中立、可读性较差;教学适用性较差等。应该借鉴国内外案例开发的经验,在总结一般管理教学案例编写的方法,结合卫生应急管理实际工作和培训的需求特点,摸索我国卫生应急管理教学案例编写的新思路。建议以问题聚焦为点,时间为线,串起突发公共卫生事件现场进展和卫生应急管理人员决策现场这两个面,凸显卫生应急管理决策者、执行者、信息传递者三方面临的困境,合理有序、详略得当、情节曲折地组织素材。 The case is the tool and carrier of case teaching. It determines the quality of case teaching. In the past ten years,our country accumulates a lot of cases of health emergency management. However,there are still many problems in these cases: the topic is too general,and the material is too old; structure fails to highlight the decision point,and orderly details can not be effectively organized; the expression is not objective and neutral,and with poor readability; and the cases are not suitable for teaching etc. We should get lessons from the domestic and foreign experiences of case-development,summarize the editing methods of teaching-case of general management,and combine with the demands of health emergency management practice and training to explore new ideas to write the teaching-cases of Chinese health emergency management. To highlights the difficulties faced with the health emergency management decision maker,implementer,information transmission,it is suggested that the case-writers is focused on the key problem,the scene of emergent events of public health and the reaction of the managers is connected to the scene by time line,and the materials should be well reasonably orgnized.
