摘要
国有资本、集体资本、非公有资本等交叉持股、相互融合的混合所有制经济,是我国基本经济制度的重要实现形式,有利于国有资本放大功能、保值增值、提高竞争力。在十八届三中全会全面深化改革的背景下,大力发展混合所有制经济成为新一轮国企改革的重点。国有电信业改革的重点应当放在与其他所有制经济发展成为混合所有制经济。国有电信企业实行混合所有制经济有利于现代企业的建立,有利于健全协调运转、有效制衡的公司法人治理结构,有利于建立职业经理人制度和长效的激励约束机制。
Mixed ownership integrated by state capital, collective capital and private capital is the prime means for materializing the basic economic system, helping improving the functions, increasing the value and promoting the competitiveness of state capital. In the background of deepening overall reform put forward at the Third Plenary Session of the 18th Central Committee of the CPC, it has become a new and critical focus of reform for state-owned enterprises to actively develop a mixed ownership economy, which, in turn, should be the target for the reform of China state telecommunications industry. The mixed ownership economy will be conducive for building modern en- terprises, achieving coordinated and effective corporate governance structure, establishing professional management systems, and developing long-term incentive and regulating mechanism.
