摘要
在网络信息革命和专业分工的社会经济背景下,基于互联网交易平台、专利证券化和期货交易,对传统的专利转让、许可、质押等转化方式进行了革新。信息安全、网络技术规则、技术中介服务规则成为新兴专利转化方式需要解决的重要问题,专利转化与技术创新、管理、运用的协调成为实现新技术经济有效运作的关键。因此,政府应当通过相关法律机制的创建,维持转化过程中市场秩序的稳定,以激励专利转化。
The socio - economic the traditional methods of patent patent securitization and futures situation of network information revolution and professional division change assignment, licensing, pledge based on internet -centered trading platform, trading. Information security, network technical regulations, technology inter- mediary service become the important issue of these new methods. The coordination between patent transfer with technological innovation, management and implication is also the key to achieve economic -social bene- fits in the new era. Therefore, government should maintain the stability in patent transfer process thus to en- courage the transfer through related legislations.
