摘要
自欧盟单方面决定将民航业纳入欧盟碳排放交易体系以来,国际民航组织也于第37届大会决定建立全球性减排方案,节能减排成为了民航业关注的重点。文章参照欧盟碳排放交易体系的运行规则提出了一个在ETS视角下的航空公司节能减排效率分析模型。通过分析得出了天津民航业各航空公司的节能减排效率,并根据所得出的结论提出建立中国碳排放交易体系与设立非盈利监督机构的对策建议。
As EU unilaterally included civil aviation industry into the EU Emissions Trading System, ICAO de- cided to set up a global abatement option. Therefore, civil aviation industry highly focuses on energy conser- vation. This paper put forth a method to evaluate aircraft energy - efficiency from ETS perspective with the op- erating rules of the EU ETS considered. Through analyzing the data from airlines operating in Tianjin, this pa- per calculated each airline~ energy - efficiency and put forward a solution for China~ carbon emissions trading system.
