摘要
洪水灾害社会经济损失评估是防洪减灾领域的一项基础性工作,而评估技术与方法则是洪水灾害评估的核心与关键。在论述洪水灾害社会经济损失类型的基础上,从洪水灾害直接经济损失、间接经济损失、非经济损失及其他综合性损失四个方面对国内外洪水灾害社会经济损失评估方法进行了综述,对现有的评估方法进行了评价,并探讨了洪水灾害社会经济损失评估方法研究中有待解决的问题及未来研究趋势。
Social and economic loss evaluation of flood disaster is a basic work of flood hazard mitigation. E- valuation technology and method are core and key of flood disaster assessment. Based on types of social and eco- nomic loss of flood disaster, assessment methods on flood disaster economic loss at home and abroad are summarized from 4 aspects as direct economic loss, indirect economic loss, non-economic loss and others comprehensive losses. Current evaluation methods are then discussed, and problems need to be solved and the future research trends in the study on the assessment ways are discussed.
