摘要
由于"两型"技术的外部性和政策导向性,企业实施研发客观上要求政府给予相应的支持。以政府支持在"两型"技术创新中的作用机理为基础,运用演化博弈的基本原理,构建政府支持与企业研发策略的演化博弈模型,分析影响博弈双方策略选择的影响因素,探索演化稳定策略。结果表明,政府政策落实对企业"两型"技术研发行为具有显著的影响。企业研发行为取决于政府政策的落实力度,政府必须加大对虚假技术研发的惩处力度,通过市场机制引导企业的研发行为;政府需要科学规划,构建政府政策与企业"两型"技术研发行为的协同机制,培育"两型"技术市场,实现"两型"技术的协同创新效应。
The enterprises need the corresponding R^D support of the government because Two-Oriented technology are external and policy-oriented. Based on the government support mechanism on the Two-Oriented technologies innovation, using the basic principle of evolutionary game theory, this paper builds the evolutionary game model between the government support and the enterprises' R^D strategy, and analyzes the influence factors of the game strategy options on the two sides, and explores the evolutionary stable strategy. The results show that the implementation of government policies has a significant impact on enterprises' R^D behaviors on Two-Oriented technology. The enterprises' R^D behavior depends on the implementation efforts of the government policy, and the government must increase punishment for false technology research and development, and guide enterprises to conduet R ~ D through market mechanisms; the government needs scientific planning, technology market cultivation, building coordination mechanism of the government policy and enterprises' R^D activities on Two-Oriented technology, to achieve the synergistic effect of the two-oriented teehnology innovation.
