摘要
以网络为基础,以信息为纽带,以信息系统为平台,连接海洋维权各种要素,形成构建体系化海洋维权能力,是海洋维权装备与系统发展的重要方向。海洋维权信息系统是实施海洋维权行动的信息支持平台,包括国家海洋维权指挥调度、海区海洋维权指挥调度、分区海洋维权指挥调度以及海洋维权船指挥控制和空中海洋维权指挥控制2类5种应用系统,通过功能系统、应用支撑单元以及基础设施集成实现;功能上由业务功能和技术支持两大类共13个功能系统组成;网络通信由地面固定通信网络、海上移动通信网络和机载通信单元组成;信息由基础、指挥调度以及综合保障3大类20种组成。
The development direction of ocean right-safeguard equipment and system is to construct systematized ocean right-safe- guard capability by using network as foundation, information as link and connecting various elements of ocean right-safeguard.The ocean right-safeguard information system is the information support platform for ocean right-safeguard activities, including such five application systems as national, sea area, subarea ocean right-safeguard command and dispatch, ocean right-safeguard ship command and control and air ocean right-safeguard command and control.lt is implemented by integrating of the functional system, application maintenance unit and infrastructure.The functional model consists of thirteen functional systems in operation function and technical support.The communi- cation network contains fixed ground communication network, marine mobile communication network and airborne communication unit. The 20 kinds of information mainly include basic information, command and dispatch information and integration maintenance informa- tion.
