摘要
本文对我国土地承包经营制度存在的集体土地所有权主体虚位；经营权变异，土地资 源低效利用；耕地大量流失、抛荒等问题进行了较深入的分析，探讨了这些问题的成因，并在此基础上提出了试图完善我国土地承包经营制度的法律对策。
This paper analyses in depth the vacant subject of collective land ownership in land contracting system for operation, variation in operation right, inefficient utilization of land source and great wasted arable land. And it delves into the causes of their formation and existence. On this basis.some legal counter -poli- cies are proposed so as to perfect China's land contraction system for operation.
