摘要
我国民办教育产权分割的方式有三种,即"一分法"、"三分法"和"两分法"。"一分法"的逻辑是学校提供的是公共产品、教育具有公益性以及办学资金主要来源于学费;"三分法"的逻辑是学校提供的产品是多样的、非营利性民办学校数量较少以及教育财政投入比例呈递减趋势;"两分法"的逻辑是依据经济属性确定组织性质、与世界惯例接轨以及明确分类标准和完善制度体系。
There are three ways about property division of China's private education: "law", "rule of thirds" and "dichotomy". The logic of the "law" include schools are public goods, education is public welfare, and educational funding comes mainly from tuition. The logic of the "rule of thirds" include diverse schools, the number of non-profit private schools is less, and education financial investment ratio showed a decreasing trend. The logic of the "dichotomy" include organizational nature of economy determined attributes able to practice in the world, as well as a clear classification standards and improve the institutional system.
