摘要
以湖北和湖南等实地调研数据为例,采用定性分析和定量回归分析法对农地整理项目农户参与意愿的影响因素进行研究,结果表明:户主受教育程度、周边地区其他创收机会、非农劳力价格、农户对农地政策认知度、农户对已实施项目的满意度、项目宣传情况、政府是否合理引导农户参与等对农户参与意愿影响显著。因此,应引导农业向现代化、产业化、规模化方向发展,建立科学的项目申报与遴选机制,拓宽认知渠道,建立有效的项目信息公开机制,建立健全农户全程参与农地整理的政府引导与激励机制,以提高农户参与农地整理项目的意愿。
Based on the research data of Hubei and Hunan,using methods of qualitative analysis and quantitative regression analysis,this paper studies the factors which affect peasants＇ willingness to participate in rural land consolidation project （RLCP）.The results show that such factors as education level of the householder,opportunities of income-creation in surrounding areas,price of non-agricultural labor,peasants＇ awareness of RLCP policy and their satisfaction of the implemented projects,popularity of the project,governmental guidance have a significant impact on the peasants＇ willingness to participate.Therefore,it is necessary to direct agriculture to develop towards modernization industrialization,and large-scale production,to establish the mechanisms of scientific application and selection,effective project information disclosure and government guiding and stimulating the peasants to participate,and to broaden peasants＇ cognitive channels of RCLP policy,so as to increase the peasants＇ willingness to participate in RLCP.
