摘要
鉴于东北航道战略地位重要,航运潜力巨大,环北极国家各施其招,试图获取更多北极主权,控制北极航道,垄断资源开发,致使东北航道周边国家竞争激烈,中国的开发进程遭遇诸多困境。对此,中国必须在战略上予以高度重视和全面谋划,以便为中国和平崛起开拓海上通途。为此,有必要透析中国开发东北航道当前形势,论证航道开发价值,解析制约因素,并有针对性地做出开拓方略。只有这样,才能逐步实现孙中山先生关于"经略海洋"的宏图遗愿。
In view of the importance of location, enormous shipping potential, the Arctic Circle countries have been taking measures to get more arctic dominion, control the Arctic route, occupy all of the Arctic resources and so on. Therefore coastal states around the Arctic compete intensely, that make China encounter many difficulties in the course of the Arctic route opening. China should give attention to this problem and try to find a solution, thus the development and utilization of the Arctic route will contribute to the peaceful rise of China. For this reason it is highly necessary to realize the situation of the Arctic route through undergoing a background check, descript the value of the Arctic route opening, analyze constraints, then put forward suggestions. Only in this way can China keep the sea passage safe and realize Dr. Sun yat-sen＇ s future dream about ＂JingLve Marine＂ .
