摘要
高集油田由于地理位置的特殊性，使其开发难度较大。江苏石油勘探局将HSE管理体系应用于高集油田的开发过程。其指导思想是：以人为本，预防为主，防治结合。取得了初步成效。被评为总公司“清洁无害化矿区”，同时也成为许多企业参观学习的典范。
Due to its unique geographical characteristic, Gaoji oilfield is difficult to be developed. During the development of Gaoji oilfield, HSE management system is applied by Jiangsu petroleum exploration bureau. Its guidance principles include protecting the health of human being as the base, adopting precaution method mainly while combining the prevention and control methods together. Preliminary results have been achieved. It has been appraised as a clean and hazardless mine of Sinopec. It has been treated as a good reference for other enterprises.
