Discuss the Right of Development of Farmland and Collective Construction Land Entering the Land Market

摘要 城镇化的实质是人的城镇化,归根到底是农民的城镇化。但是,目前在城镇化过程中,大片农地被转为城镇建设用地,四个"没有"使失地、失业、失保障的农民急剧增多,农民权益受到极大损害,其根源是农村征地制度改革滞后,不适应正在形成中的新型城乡、工农关系和社会主义市场经济发展的要求。要改变这种状况:一要把农地发展权给农民;二要让集体经营性建设用地与国有土地同等入市,同权同价;三要改革宅基地制度,慎重稳妥地推进农民住房财产权抵押、但保、转让。 The essence of the urbanization is the urbanization of the people, in the final analysis, it's the urbanization of the peasants. Nonetheless, during the process of the urbanization, a great amount of farmland is turned into urban construction land. Four "No" makes sharp increase of the number of peasants who lose territory, job, and guarantee. The roots of the problem that rights and interests of peasants are damaged is the hysteresis of the land acquisition system for farmers, which doesn't fit well with the request of evolving new urban and rural, relationship between industry and agriculture and the development of the socialist market economy. In order to change this situation, we should give the right of development of farmland back to peasants, make collective construction land entering the land market just like the state-owned land, reform the homestead system for the countryside and carry forward the mortgage, guarantee, and transfer of farmers housing property right carefully.
