摘要
综述国内外小水电的发展现状,并进一步分析小水电对生态环境的影响效应。在此基础上,针对目前我国小水电发展与生态环境影响的矛盾,从建立和完善绿色小水电认证,促进小水电技术革新,有序开发生态绿色小水电,加强政府对小水电项目审批、监管职能,全方位提高发电、输电、用电效率等5个方面对生态绿色小水电的发展提出建议。
This paper reviewed the present development of small hydropower engineering domestically and internationally. The impacts of small hydropower engineering on ecological environment were evaluated. To address conflicts between small hydropower development and ecological environment, suggestions were proposed in such aspects as the establishment of identification system of ecological and green small hydropower engineering, technological innovation, improvement of administration and supervision, upgrading of electricity generation, transmission and energy efficiency, etc.
