摘要
跨流域调水是实现缺水地区经济社会持续稳定发展的必然选择。要确保跨流域调水工程按计划顺利实施并达到预期目标，发挥最佳效益，必须构建适应社会主义市场经济体制和水利改革要求的管理体制。招投标制度是一项能够充分体现招投标各方交易行为公平、公正、提高采购质量、发挥投资效益、防止不正当竞争的重要制度安排，随着经济和科技的发展，招投标制度在跨流域调水工程项目中已广泛应用。研究重点关注南水北调中线工程的招投标工作实践，对其招投标程序以及项目统计进行分析，认为在社会诚信缺失以及制度环境恶化的背景下，招投标实践过程中存在多重问题，而招投标制度的创新与完善是解决问题的重要途径，最后研究从跨流域调水工程招投标的平台建设、制度完善以及监督机制的构建三个维度提出了相应问题解决方案。
With the development of economy and technology, the bidding system as a contract with the competitive nature of the constraint system is widely used in large-scale water conservancy projects. Research focuses on the water diversion project of ＂South-to-North Transfer Project＂ bidding practices,and make analysis of its bidding process and project statistics,holding that in the background of worsening social sincerity and institutional integrity,their exists multiple problems of the ＂South-to-North Transfer Project＂practices in the bidding process. While the bidding system innovation and improvement is an important way to solve the problem, finally, research focus on the platform establishment, improving bidding systems and oversight mechanisms to build a three dimensions of corresponding solutions to problems for the bidding system building of large-scale water conservancy projects.
