摘要
当前民众对优质医疗服务的需求不断增长,而市级公立医院核定编制普遍不足,在编人员明显不能适应当前的医疗服务需要,聘用编外人员成为补充市级公立医院医疗人员不足的一条重要渠道。本文从上海市级公立医院聘用编外人员管理上所面临的问题入手,对完善编外人员管理进行探析。
At present, people's demands on quality medical service is growing, while the authorized staff- ing of municipal governmental hospitals is generally insufficient. Permanent staff cannot meet the current need for medical services. It is an important way to employ supernumerary personnel to strengthen the medical staffing in municipal governmental hospitals. The article started with the management problems of employed supernumerary personnel faced by Shanghai municipal governmental hospitals; and discussed the countermeasures for improving management of supernumerary personnel.
