摘要
本文重点对《安徽省林权管理条例》实施中若干问题进行解读，提出了不同性质的林权登记的辨识，以及林权流转方式的法律根据和政策界限，围绕林权流转市场构建和服务体系建设，妥善处理林权流转前后的林权争议等进行分析，为投身林业改革中的广大经营主体和其他人员提供参考。
In this paper several issues regarding the implementation of Anhui Provincial Forest Tenure Management Ordinance were emphatically interpreted. Identification of different types of forest tenure registration and legal basis and policy boundaries for forest tenure circulation forms were presented. Analysis was made on the establishment of the forest tenure circulation market and service system and proper handling of forest tenure disputes before and after the forest tenure circulation to provide reference for the business entities and related personnel dedicated to forestry reform.
