摘要
本文从西方国家的相关历史与实践出发,对当下部分OECD成员国的社会养老保险基金资本化运作的特征与性质进行了分析。指出其为社会养老所带来的积极效应与消极风险,并对我国在面对人口老龄化的大环境下,如何慎重并有效利用养老金资本化运作来缓和社会养老压力提出建议。
This paper begins with the related history and practices of western countries,and makes an analysis of the characteristics and na-ture of the capitalized operation of social pension funds in OECD member countries.It points out the positive effects and negative risks brought by capitalized operation for the social pension funds,and gives out suggestions on how to make discreet and effective use of the capitalized operation of pension funds to alleviate the pressure on the social pension system under the environment of population aging.
