摘要
协商民主是20世纪80年代西方社会日渐形成的一种新兴的民主理论解释范式,目前正处在理论研究和探索阶段。中国对协商民主的理论研究起步较晚,但协商民主作为一种制度在中国人民政治协商会议第一届全体会议召开时就已经存在。中共十八大明确提出了"社会主义协商民主是我国人民民主的重要形式",并对健全社会主义协商民主制度进行了规划和部署。借助西方协商民主理论的分析框架,认真考察和总结中国共产党领导的多党合作和政治协商制度为重要渠道的协商民主制度产生、发展的历史经验,对于健全社会主义协商民主制度,推进我国民主政治建设具有深远意义。
The Consultation Democracy is a theoretical paradigm formed in western society in the 1980s,which is still in the phase of theoretical research and exploration.Though China employs a relatively late start in researching the Consultation Democracy,it still exists in the first Plenary Session of the Chinese People's Political Consultative Conference.The 18th Communist Party of China explicitly puts forward the policy that defines 'the Socialist Consultation Democracy Theory as an important form of people's democracy in our country'.Meanwhile,it plans and deploys the perfection of the sound system of Socialist Deliberative Democracy.Using the analyzing framework of western deliberative democracy theory,inspecting and summarizing China's Multiparty Cooperation and Political Consultation System under the leadership of the Communist Party are able to play an important role in perfecting the Socialist System of Deliberate Democrocy and promoting Democratic Political Construction of China.
