It is both possible and necessary for China to re-enter into a new period of accelerating economic growth in the 21 st century.The author deals with in the paper that the key to sustain such an accelerating economic growth lies in an institutional creation.The author argues that a new institutional creation is indispensable if an accelerating economic growth is maintained on the basis of life cycle and deteriorated performance of institution as a law,and raises the general principle and relevant strategies to realize such an institutional creation in 21 st century after reviewing characteristics of institutional creation of China in the end of 20 th century.
