摘要
目的完善我国基本药物补偿机制,为进一步推进国家基本药物制度提供参考。方法总结归纳我国基层医疗卫生机构基本药物补偿模式,探讨基本药物补偿中存在的问题,提出策略建议。结果与结论目前我国基层医疗卫生机构基本药物补偿模式主要有多种渠道(多头补偿)、定额补偿、以奖代补、奖补结合和政府全额补助5种模式;各地方在采用不同补偿模式时要注意充分利用该补偿模式的优势并规避其劣势。
Objective To improve the compensation mechanism of essential drugs, providing a reference for further improving the national essential drug system in China. Methods After summarizing the essential drug compensation mode in our primary health care facilities and discussing the problems in essential drug compensation, strategy recommendations were proposed. Results and Conclusion Current essential drug compensation modes in our primary health care facilities, include multiple channel compensation （long position compensation）, the fixed compensation, reward instead of compensation, combination of rewards and compensation and full governmental subsidy.
