摘要
实施技术创新工程，探索建立符合区域经济发展的创新体系和机制，实现区域技术创新与缺席创新、机制创新的有机结合。促进区域创新体系、机制、能力、环境建设方面的协调一致，在深入分析存在的问题和不利因素的基础上，提出区域创新应遵循的原则、工作重点，为资源型城市走出一条依靠技术创新振兴经济之路积累经验和教训。
The paper discusses how to implement tech－innovation， enplore and extablish innovation system and organization according to the zegional ecommy development． It further deals with the promoting coordination of regional innovation system and the organization of its wnstraction and finally in accordance with unbeneficial conditions and existing problems the paper poses the principal goal and focal points for regional innoration．
