摘要
区域政策叠罗汉现象是指一个区域享受多项区域政策优惠待遇的现象,该现象的出现表明区域政策的实施效果在逐渐降低。通过对区域政策内涵的深入探讨,结合国内外学者对于区域政策定义的可取之处,文章对目前并没有形成统一认识的区城政策概念进行了明确定义。根据我国区域政策叠罗汉现象的现状,将区城政策叠罗汉现象出现的起因分为包括区域政策目标认识能力不足、制定意图不明、实施能力不足以及监督力度不够等主观原因,和为区域选择合适发展路径的概率随着区城发展水平提高而逐渐降低的客观原因,在此基础上构建一个逻辑自洽的理论框架进行研究分析。随后进一步提出区域政策叠罗汉现象可能带来浪费资源、损害政府信誉、阻碍区域政策作用区域以及其它区域发展等后果,最后根据研究结论以及未来区域发展态势和区域政策制定方向,针对区域政策叠罗汉现象的起因和后果提出针对性的五点建议。
The regional policy pyramid phenomenon refers to that the central government implemented a number of regional polices on the same areas.Regional policy pyramid phenomenon shows that the implementations of the effects of regional policies were reduced gradually.Through studying of the connotation of regional policy and clearly defining and combined with the status of China's regional policy pyramid phenomenon,we put two causes,whichinclude the ability of understanding regional policy goal,ability ofspecified subjective reasons,the implementation ability and inadequate supervision and die decrease of selection suitable development path's ability.Moreover,we put four consequences of the regional policy pyramid phenomenon.Lastly,according to the conclusion of the study and the future development trend of regional policy,we put forward some targeted suggestions.
