摘要
自1980年代中后期以来,中国政策执行研究步入了稳定发展时期,涌现了自上而下、自下而上以及整合型三种分析路径。在中国政策执行模式研究、政策执行差距诊断以及政策执行影响因素分析等方面,中国政策执行研究已经或多或少取得一些成果,初步形成了具有本土色彩的表述方式,展现了政策执行过程的复杂性、动态性和冲突性。然而,从总体来看,中国政策执行研究侧重于案例分析,研究方法较为单一,知识生产的累积性仍然有所欠缺,相应的理论对话也尚不多见。展望未来,中国政策执行研究仍然需要立足于中国行政实践,明确研究路径,改进研究方法。
Since the late 1980s,the Chinese policy implementation research has entered a period of steady development,developingthe analytical pathof top-down,bottom-up,and integrated.Scholars have made an improvement in the research about the execution mode of the policy implementation,policy implementation gap and the factors influencing policy implementation,showing the process of complex,dynamic and conflict in policy implementation.However,Chinese policy implementation focus in the case studies,the lack of production of knowledge accumulated and the corresponding theoretical dialogue.Looking ahead,China's policy implementation research still needs to be based on China's administrative practice,have a clear research path and improved research methods.
