摘要
发展中国家正从以制造为主导的发展阶段转向以创新为导向的发展阶段。创新型组织与非创新型组织之间存在系统性差异。分析促进创新企业产生与发展的社会条件,特别是制度环境的演进可以发现,实现以创新为导向的企业组织系统转变,需要调整企业长期的战略意图,改变决策者认知,增强决策者与掌握技术知识的研发人员的沟通交流,并通过决策权力的适度分散来实现组织的有效动员。
Developing countries find themselves in the process of transition from manufacturing-led development to innovation-driven development. Innovative and non-innovative organizations show systematic differences. Analysis of the social conditions that promote the emergence and development of innovative enterprises, in particular the evolution of the institutional environment, can lead to the conclusion that the realization of the shift in organizational system among innovationdriven enterprises requires the readjustment of the enterprises' long-term strategic intentions, as well as changing the decision-makers' awareness, enhancing communication between decision-makers and R&D personnel with expertise. In addition, properly handled decentralization of decision-making powers can result in effective mobilization of the organization.
