摘要
创业扶持政策对大学生创业企业的产生与发展具有重大影响。然而,目前侧重于缓解大学生就业压力的创业扶持政策并不利于大学生创业企业的生存与发展,且严重破坏了大学生与其他非大学生创业者之间的公平竞争。应当对现行创业扶持政策进行反思,重新确定政策目标,完善创业扶持政策体系,建立创业失败者救助制度,将政策支持功能延伸到创业后期甚至是二次、三次创业阶段,并与其他中小企业扶持政策、法律形成紧密的衔接。
The supporting policy for entrepreneurship has an important influence on emergence and development of university students＇ entreprenenrship. However, as the present supporting policy for entrepreneurship which emphasizes on relieving university students＇ employment pressure is not beneficial to the survival and development of university students＇ entrepreneurship, and what＇ s more, seriously destroys the fair competitions between student entrepreneurs and non- student entrepreneurs. Therefore, it is high time to inspect the present supporting policy for entrepreneurship to reconfirm the policy aim, optimize the supporting policy system for entrepreneurship and establish the relief system for the unemployed. In addition, we should extend the policy supporting functions to the later stage, even the second or third stage, of the entrepreneurship and combine the policy supporting functions with other supporting policies and laws for small and medium sized enterprises.
