摘要
本研究基于反倾销应诉的视角,探讨了行业协会治理结构对其服务功能的影响。不同于先前文献,本研究利用粤浙两地的调查样本经验考察了行业协会的组织架构、治理模式和政府支持度等因素对其服务价值的综合影响。基本结论认为,协会的行业代表性和成立资历有利于其反倾销应诉服务;自治权高或者自律性强也会促进其服务功能的发挥;而自利性让协会倾向于内部会员的俱乐部品供给,限制了其服务对象范围。研究还发现在深层的"制度缺位"前提下,政府的"资源型"扶持不利于行业协会的服务功能提升。政策启示在于:政府需借助事业单位改革契机,完善行业协会的"顶层设计",推进其"自上而下"的治理模式向"自下而上"彻底转换,从而实现其为企业提供反倾销应诉服务等公共品时具有市场导向的服务理念。
Based on anti -dumping, this paper tries to study in what extent the industry association＇ governance affect its service functions. Different from previous literature, this paper focuses on empirical analysis and uses survey samples of Guangdong and Zhejiang provinces to study the industry association＇s organizational structure, governance mode and the received support from the government, and estimate their influences on the industry association＇s service level. The result shows that the association＇s representation ability and its qualifications are two basic variables affecting its anti - dumping services. Both the variable Autonomy and Self - discipline have a positive effect on the service functions, while Selfishness in favor of the internal members＇ interest can decrease the Association＇s service functions. The study also found that under the absence of effective system, the government＇s resource -based support is not conducive to public goods＇ supply from the associations. It is necessary for the government to finish a ＂top - level＂ system design for industry associations. The ＂top to bottom＂ governance model of business associations should be Converted to the ＂bottom to top＂ model. Meanwhile the industry associations need to adopt the mechanism of market competition to achieve more effective supply of public goods
