学习借鉴与跟风模仿——基于政策扩散理论的地方政府行为辨析 被引量：103

摘要 在地方政府的政策行为中,有两种参考他人已有经验的行为模式:学习借鉴与跟风模仿。这两种行为模式虽然较为类似,却能产生截然不同的后果。现有的理论无法对地方政府的学习借鉴与跟风模仿行为进行清晰地区分。本研究在政策扩散理论的基础之上,引入政策过程论,提出了新的区分跟风模仿与学习借鉴的标准,并提出相应的政策建议,协助地方政府实现对他人经验的有效学习借鉴。
