摘要
自 198 6年我国实行基本养老保险制度以来 ,一直存在着行业统筹和地方统筹的权限之争。1998年 ,中央确定全国实行统一的基本养老保险省级统筹的制度 ,从此 ,中国养老保险制度的改革步入正常的运行轨道。本文试图反思行业统筹得以存在的原因 ,探讨今后应从中吸取的教训 ,指出省级统筹模式能否建立、健全和完善 ,直接关系着行业统筹向省级统筹的平稳过渡。文章认为 ,全国统一的基本养老保险制度 ,是未来省级统筹的发展方向。
There had been competitions between different trades and divisions since the basic pension insurance system was introduced in 1986. The reform of pension insurance system has been put into smooth operation after the Central Authorities decided the overall planning provincially of the basic pension insurance system in 1998. The paper reflects the reasons of the planning within different trades and proposes that the perfection of provincial planning model directly affect the transition from within-trade planning to provincial planning. The author thinks that the unity pension insurance system is the developmental direction of provincial planning.
