摘要
按照发展有计划商品经济的要求重构公有产权制度,是我国90年代微观经济改革的主题。本文拟从一般理论分析的角度就这一问题展开一些探讨,以为公有产权改革政策的形成提供理论基础。一、公有制经营方式的变革,是发展社会主义商品经济的重要一步,但并不是最后一步在80年代的改革中,我国公有制经济领域的最大变化是资产经营权的下放,遵循“两权分离”的思路,在维系政府对国有制企业财产所有权垄断性占有的前提下,用承包制和其他责任制的方式将资产经营权下放给企业或承包者个人。
The stock system is a kind of public ownership of property which suits socialist commodity economy. The implementation of contracted system and other responsibi- lity systems is an important step to reform the operation mode of public ownership, which meets the needs in developing socialist commodity economy. This, however, is not the final step. The public ownership of property under commodity economy is multiple and exclusive instead of concentrated and unitary. From the angle of property organization, the property right of stock system is exclusive and mobile while it can suit the principles of public ownership to certain extent. To reform the current public ownership of property and gradually form the property right market according to the organization and management forms of stock system is the main theme of China's microeconomic reform in the 90s.
