摘要
以2001-2010年河南省17个地市的面板数据为样本,在能源和环境的双重约束下,运用SBM模型测算了河南省的经济增长率,并分析了能源与环境约束下河南省经济整体增长绩效的区域差异及协调性。结果表明,河南省经济增长效率整体水平较低,具有较大的改善空间,区域间能源消耗和二氧化碳的排放与经济可持续发展状况差别显著;各地市环境保护和经济增长协调性水平之间存在明显差距,而且超过一半的地市属于不协调或极不协调地区。因此,采取有效措施提高能源的利用效率以及加强保护环境是今后河南省经济发展的重要任务。
Based on samples from 17 cities of Henan province,the economic growth efficiency of Henan province was calculated with SBM model under double constraints of energy and environment.Meanwhile,the regional differences and coordination of overall economic growth performance of Henan province under constrained energy and environment were analyzed.The results showed that the economic growth efficiency of Henan province was relatively low with a large space for improvement.The regional energy consumption and carbon dioxide emission was significantly different from the economic sustainable development in the area.There was a significant gap between the coordination level of environmental protection and economic growth.Half of the cities in this area are belonged to uncoordinated or extremely uncoordinated regions.Taking effective measures to improve the utilization efficiency of energy and to promote environmental protection will be an important task for economic development of Henan Province in he future.
