摘要
通过分析浙江县域经济发展的现状,揭示县域经济转型中存在的产业结构不合理、生态环境恶化、创新能力不足等问题,探究问题的成因,并在借鉴国外先进经验的基础上,提出优化产业结构、完善社会保障体系、个税征收政策、促进节能减排、激励技术创新等一系列促进县域经济发展方式转变的财税对策。
By analyzing the current economic development in counties of Zhejiang province, this essay uncovers the major problems existing in the county-level economic transition and explores the causes of such problems as irrational industrial struc- ture, environmental degradation and lack of innovative capacity. Drawing on positive foreign experience, it proposes a series of fiscal and taxation policies to promote transformation of the county-level economic development patterns, which include optimi- zing the industrial structure, improving the social security system and individual taxation policies, promoting energy conserva- tion, and encouraging technological innovation.
