健全完善工作机制是创建文明城市的有力保障,是提高城市整体文明程度的重要路径。城市决策者在战略考量和整体设计的基础上,设立相对稳定固化的组织形式、工作程序和运行规则。立足于增强保障功能,加强组织领导工作机制建设;立足于提升整合功能,加强协调保障工作机制建设;立足于强化外在功能,加强监督约束工作机制建设;立足于提升导向功能,加强舆论引导工作机制建设;立足于增强价值功能,加强群众性精神文明创建活动机制建设。
The optimization of working mechanism is the powerful guarantee for the establishment of civilized city, and an important way to improve the general civilization level of a city. Policy-makers of a city can build relatively stable organizations, working process and operation principles according to strategic consideration and overall design. It is suggested to strengthen leadership working mechanism on the basis of enhancing supportability, to strengthen coordination working mechanism based on the improvement of overall functions, to strengthen supervision and mandatory mechanism with a focus to reinforce external functions, to strengthen the mechanism of public opinion direction based on improving directing functions and to strengthen mass spiritual civilization activity mechanism based on the improvement of value functions.
