The key of innovation is the talents. Universities and colleges are the cradle for fostering innovative talents .Universities' and collages' library is not only the literatue and information center of universities and collages, but also the essential basic infrastructure for knowledge innovation . Therefore universities' and collages' library must provide the best services for knowledge innovation by using its innovative techniques, innovative services and innovative talent ranks.
