摘要
在政策环境影响评价中,由于政策在实施和执行中的不确定性和政策的长期性,使得对它的评价更具动态性,因此使用动态评价方法进行研究是政策环境影响评价的关键之一。明确政策环境影响评价的必要性,建立动态评价指标体系,运用层次分析法建立评价因子的基础权,并用变权法进行动态研究,最后进行例证分析。
During the environment impact assessment of policy, the assessment is more dynamic due to the uncertainty during the implementation and enforcement and the long-term effect of policy. Hence, to study it with dynamic evaluation method is one of the keys of environment impact assessment of policy. The necessity of environment impact assessment of policy is clarified. Dynamic evaluation indicator system is established. Basic weight of evaluation factor is established by applying analytic hierarchy process. Dynamic study is accomplished by applying variable weight method. And case study is produced at last.
