摘要
本文从测绘地理信息部门与有关部门间共享、军地测绘地理信息部门间共享、测绘地理信息系统内部共享、测绘地理信息部门与企业间共享等4个方面,总结了我国政府地理信息资源共享近年来所取得的进展;指出了我国政府地理信息资源共享存在的不足,并从有关机制不健全、部门利益和技术标准欠缺等3个方面深入分析了阻碍共享的深层次原因;借鉴发达国家的有益经验,提出了作好顶层设计、完善法规标准、实施试点示范、加快国家地理信息公共平台建设等促进我国政府地理信息资源共享的有关建议。对改进我国地理信息资源共享状况有一定的参考价值。
This paper summarized the main achievements on sharing of government geospatial information resources in China, of which includes sharing between surveying and mapping departments with related departments, sharing between military departments with surveying and mapping departments, internal sharing between surveying and mapping departments, and sharing between surveying and mapping departments with companies. Problems on sharing were also pointed out. Unsound related mechanism, seeking interests of government departments and shortage of related technique standards are the main reasons that obstruct sharing. Based on the good experiences of developed countries, the paper put forward following advices to improve the sharing of geospatial information in China： doing good top-level design, formulating related laws, polices and standards, implementing pilot demonstration, and building national public platform of geospatial information, and so on. The result would help to improve the sharing of geospatial information resources in China.
