摘要
运用DEA进行效率衡量和评估北京市医疗机构运营效率,分析造成现有医疗服务机构运营效率较低的原因。针对现有资源配置与运营效率,结合北京市各种医疗机构发展的特点,提出:政府应在医疗改革和医疗卫生资源配置中起到重要作用,有效进行市场化调节,保障资源的优化利用。医疗机构应承担解决人民医疗服务的基本责任,提高自身运营效率,提升服务水平与质量,达到最优的资源配置效果。患者应转变观念,接受社区医疗卫生服务和一些较低评级的医疗机构提供的诊疗服务。
The article uses the DEA to measure the efficiency and assess the operational efficiencies in medical institutions in Beijing, analyzing the reasons for existing resource allocation and operational efficiency. Based on the existing resource allocation and operational efficiency and combined with the characteristics of the development in medical and health institutions in Beijing, the article proposes that government should play an important role in the health care reform and resource allocation, making the market effective and the resource optimal; medical institutions should undertake the responsibility of people＇s basic medical services, improving their operational effectiveness and service quality to optimize the resource allocation; patients should change their recognitions and receive community health services and some lower-rated medical institutions services.
