摘要
地方政府政策执行与协同理论规律有极高的相似性。地方政府政策执行系统是一个开放的非线性系统,具备动力学系统和耗散结构的相关特征。用协同学理论分析地方政府政策执行力的动力系统、动力根源和动力实现过程有利于深入认识地方政府政策执行力的内在机理。通过构建利益激励相容制度、积累社会资本、构建政策执行信息沟通机制、促进政策执行民主化等措施可使地方政府政策执行过程获得持续性驱动力,从而从根本上提升地方政府政策执行力。
There are great similarities between the process of local government policy execution and synergetic phenomenon. The system of local government policy execution is open and nonlinear and has similar characteristics to the dynamic sys- tem and dissipative structure. An analysis of the dynamic system and source as well as the realization process from an aspect of synergetic theory is helpful to deeply understand the inherent mechanism of local government policy executive ability. By means of constructing an incentive and compatible interest system, accumulating social capital, constructing an information communication mechanism and promoting the democratization of policy execution, we can make the process of policy execution obtain sustained driving force, so as to improve the policy executive ability of lo- cal government fundamentally.
