摘要
学位立法以提升学位质量为目标,促进人才培养和高等教育的发展。学位管理制度的转型应当树立从国家学位到大学学位的理念,构建行政许可模式下的学位授予权审核机制和开放多元化的学位质量监控体系,理顺学位管理行政体制,实现国家学位向大学学位的制度转型。
The Objective of Chinese academic degree legislation is to improve the quality of ac- ademic degrees and promote the development of personnel training and higher education. The trans- formation from national degree to university degree is an ideal choice. To establish the audit degree- granting mechanism in the model of administrative license and an open, pluralistic degree quality monitoring system and to rationalize academic degree administrative system can help the transition from national degree system to university degree system.
