摘要
在打造中国经济"升级版"、实施新型城镇化战略行动中,必须通过构建以战略性新兴产业为主导的新产业体系,来积极推进中国城市的主动转型。培育发展战略性新兴产业,能有效促进产业结构的高级化,构建城市与区域的创新支撑体系,在创新驱动的轨道中实现产业转型与城市的功能升级。政府主导下的中国城市转型,必须在培育和发展战略性新兴产业的过程中提高"瞄准效率",通过创新环境、创新网络的培育、建设,为新兴产业的生长、壮大提供生态化、系统性的支持,形成政府、市场、企业与社会力量的协同推进机制,探索出产业转型与功能升级的实践路径。
In the process of upgrading Chinese economy, impelling the new-type urbanization and promoting urban transformation, the cities should build a new industrial system which leads the strategic emerging industries to promote its initiative transformation. Developing the strategic emer- ging industries can effectively promote the optimization of the industrial structure, create innovation supporting system in cities and regions, and realize industrial transformation and function upgrade of the city. Chinese cities should provide the support for developing and strengthening emerging indus- tries by fostering or constructing innovation environment and innovation network in the process of transformation, form the propulsion mechanism among government, market, enterprises and social forces, and explore the practice path of industry transformation and function upgrade of Chinese cit- ies.
