摘要
我国地下水资源保护与污染防治形势严峻,从法律应对策略的角度看,除了完善我国相对应的立法体系之外,在立法内容方面需要强化实施预防优先原则、贯彻"污染者付费"原则、构建各主体积极参与的激励性机制、完善保障条件等。
The situation of groundwater resource protection and pollution control being grim, from the legal point of view, for the contents we need to strengthen the implementation of the principles of prevention, implement the polluter-pays princi-ple, build a incentive mechanism of public participation, improve the security conditions and so on, in addition to improving the corresponding legislative system.
