摘要
由于我国行政法津体系不够健全,行政行为主体素质偏低、法治观念不强,加之我国传统人际关系中"说情风"的影响,导致公安行政违法现象的产生。只有完善公安立法,做到有法可依,强化程序意识,转变执法观念,才能有效提高公安行政执法水平。
The inadequate administrative law system in China , the low quality of administrative behavior subject , poor legal concept ,and the influence of “culture of intercession” in our tradition have caused public security admin-istrative illegality .Only through improving public security legislation , achieving the goal of having laws support , strengthening the awareness of program ,and changing the concept of law enforcement can we effectively improve the level of public security administrative law enforcement .
