摘要
在讨论库仑定律时，一般注重分析静态形式，没有分析运动电荷的库仑定律与电场，本文针对此问题就运动电荷的库仑定律及电场进行分析与讨论。
The static form of Coulomb Law is analysed on discussing the Coulomb Law, but the moving electric charge Coulomb Law is not.So the paper pays athention to analyse and to discuss the moving electric charge's Comloms Law and the electric field.
