摘要
NGO作为社会公众参与城市建设的重要组织载体,在监管政府施政、维护公众利益、推动政府转型方面具有极其重要的现实意义。但是在实际操作过程中,NGO却遇到了来自外部管理的制度性阻碍以及内部组织专业性不强、独立性不够的制约。在严格界定了NGO范围的基础上,总结了它在我国的发展历程、实践意义以及遇到的具体问题,提出一些建议与思考。认为只有在政治制度不断趋于完善、NGO自身专业能力独立性不断增强以及两者合作方式日趋多元化的背景下,NGO才能更为有效地介入城市公共服务领域,成为维系公众利益与政府施政的核心纽带。
NGO, as an important organization to support public participation in urban construction, has important practical significance in the supervision of government policies, safeguard the public interest, promoting the transformation of the government. However, in actual operation, NGO has encountered multiple constraints, including institutional obstruction of the external management system and Internal organization of professional is not strong, lack independence. The article, based on the strict definition of the scope of the NGO organization, summarizes the NGO development process in our country, practical significance and the specific problems encountered, and puts forward some suggestions and thinking. Believing that only in the political system wil be perfected, NGO＆#39;s own professional competence, independence enhanced and cooperation diversified between NGO and government, NGO can be more effective in the city public service field, and it has gradual y become the core link of the interests of the public and the government.
