摘要
城市基层民主发展是社会主义民主的基础性工程,社区是城市社会的基层,城市社区治理的多元结构为公民参与基层民主创新提供了制度平台,而公民参与城市社区治理的创新实践既体现了社会主义民主的基本价值,也推动着城市基层民主的实际运转,是现代民主在社区微观层面的实现。在公民参与城市社区治理的实践中,公民利益与权利得到实现,理性协商的公民精神得以培育,现代公民的主体性得到彰显,社区公民组织成长起来,民主不再抽象,不再陌生,而首先在社区范围内成为公民触手可及的真实生活。
Urban democratic development at the grassroots level is the basis of the socialist democracy in China. Community is the grassroots of the urban community. Urban community diverse governance structure provides a system platform for citizen participation in the innovation of democracy in grassroots, while the innovative practice of the citizen participating in the urban community governance not only embodies the basic value of socialist democracy, but also promotes the actual operation of the urban democracy in the grassroots, which is also the realization of modern democracy in micro-aspects of the community. Democratic development must start from the grassroots, and urban community is an effective place for democracy at the grassroots level in China. In the practice of citizen participation in urban community governance, citizens＇ interests and rights are realized, and the rational and deliberative civic spirit is to be cultivated. The modern citizen＇s subjectivity is to be highlighted, and community citizen self-government organization is growing. Democracy is no longer abstract and strange, and firstly become the real life within reach in the circle of the community citizen.
