摘要
地方金融办的机构设置与主要职能有待改进和完善。其改革方向是:地方政府将职能定位于"统筹管理、协调服务",在此基础上规范地方金融办职能,统一地方金融办机构设置模式,建立"金融办统筹协调、一行三会分业监管、投资企业进行资产管理"的基本架构,进而形成有效的金融分层监管体制。
The structural establishment and main function of local ＂financial offices＂ needs to be improved and perfected. The orientation of reform is to conclude that local government positions the function as ＂overall management and coordination and service＂, based on which we should standard function of local ＂finance offices＂, unify structural establishment mode of local ＂financial offices＂, establish the basic framework of ＂coordination of financial offices, separate supervision of one bank and three commissions and asset management of the investment enterprises＂, and form effect hierarchical financial supervision system.
